Insurance Waivers

All students are automatically enrolled in the Anthem Blue Cross of CA plan each academic year based on academic status: Stockton campus students are enrolled when registered for 9 or more units, Sacramento students are enrolled when registered for 6 or more units, and all San Francisco students are enrolled in the plan. However, students who are able to demonstrate they have comparable coverage may be able to opt out. Students who complete a waiver application by the waiver deadline date are not guaranteed to be approved and need to check their Pacific e-mail for any denials or follow-up questions.

How do I waive SHIP?

Students who have acceptable comparable insurance coverage may apply for a waiver to opt out of the SHIP plan. The waiver application is available online through Wells Fargo Insurance Services during scheduled waiver periods.  It is also mandatory to submit a copy of the front and back of your health insurance card to the Insurance Office by mail, fax to 209.946.3189, or in person by the posted deadline date. PLEASE NOTE: We cannot guarantee the security of insurance cards sent via email.

Wells Fargo Insurance Services online waiver instructions:

  1. Visit Wells Fargo Insurance Services
  2. Follow the prompts to waive the plan. If you do not receive an email confirmation with a transaction number from Wells Fargo then there was an error and you must contact the Insurance Office right away.
  3. Submit a copy of the front and back of your insurance card to the Insurance Office located in the Cowell Wellness Center by the posted deadline date.
  4. You must receive a final waiver approved email in order for the process to be complete.

If you are unable to access or complete the waiver application through Wells Fargo Insurance Services, contact the Insurance Office prior to the waiver deadline at 209.946.2027.

All online waivers and insurance cards must be received prior to the waiver deadline date. No exceptions will be made.

What are the minimum requirements to waive SHIP?

Requirements to waive SHIP coverage, ALL STUDENTS *:

Your private insurance plan must have all of the following in order to qualify for the waiver:

  • If the plan is purchased through Covered California, in most cases it must be Silver or higher
  • Deductible no greater than $2,500 for an individual or $5,000 for a family unless proof of a Health Savings Account (HSA), Health Reimbursement Arrangement (HRA) or other account designed specifically to cover deductible expenses can be furnished. The amount of money in an HSA must cover the difference between the University's requirement and your deductible.
  • Annual maximum per accident or illness no less than $100,000
  • Access to primary care, specialty care and inpatient/outpatient care, including mental health services, within 100 miles of Pacific
  • Plan must be purchased, operated and headquartered in the United States. 
  • Coverage must be effective prior to the waiver deadline dates and remain active through the last day of the term.
  • This must be a comprehensive insurance plan: travel insurance, assistance programs, and catastrophic only plans are not acceptable.

* Additional requirements to waive SHIP coverage, FOREIGN INTERNATIONAL STUDENTS:

  • International students must have medical evacuation benefits of $10,000 or more.
  • International students must have repatriation benefits of $10,000 or more.
  • International students may not waive with insurance from their home country. In addition, travel insurance is not eligible for a waiver.

Do I have to waive each academic year?

Yes. Approved waivers are effective for the current academic year. If you wish to waive out of SHIP for subsequent academic years, a new waiver application will need to be submitted by the appropriate deadline date.

I waived SHIP in the fall. Why am I now being charged the SHIP fee for the spring?

The SHIP fee is charged to ALL students as a mandatory registration fee each semester. If you applied for a waiver, you should see a charge for the SHIP fee AND a credit for the SHIP waiver. If you do not see the credit, or if the credit was reversed, it is possible that any one of the following occurred:

  • You submitted a waiver and your insurance coverage was terminated. As a result, your waiver credit was reversed.
  • You submitted a waiver but it was denied as not meeting the waiver requirements. As a result, your waiver credit was reversed.

How do I know if my waiver was approved?

It is your responsibility to check your insidePacific student account summary to verify the status of your waiver. Upon successful submission of your application via Wells Fargo Insurance Services, an e-mail will be sent to you confirming that your request has been transmitted. Once we receive your insurance card and verify it meets the requirements and the online waiver is complete, we will credit your account and an approval email will be sent to your Pacific email address.

Failure to respond to a follow-up phone call or e-mail regarding your insurance coverage will result in your waiver being denied.

If you do not receive the e-mail notifications, it is your responsibility to contact the Insurance Office to discuss your waiver.

I waived SHIP but have private insurance. Can I still use Pacific Health Services?

All students who pay the health fee, regardless of insurance, are eligible to use our services. There is no office-visit co-pay for physician, nurse practitioner or dietitian visits. However, students who are not enrolled in SHIP may incur additional charges for additional services such as labs, procedures and prescriptions. Pacific Health Services does not bill any private insurance companies.

What if I waived SHIP, but no longer have comparable coverage?

All students who waive out of SHIP are required to maintain effective health insurance coverage at all times during the approved waiver period. If your insurance coverage changes or is terminated, you must contact the Insurance Office to discuss your situation and possible options for enrollment into SHIP.
